The Local Government Division has allocated Taka 119.56 crore as a one-time special allocation to union parishads across the country to implement projects for supplying solar-generated electricity to the national grid.
The funds have been released under the special allocation sub-sector of the Union Parishad Devel-opment Assistance sector of the Annual Development Program (ADP) for the 2026-27 fiscal year.
The Union Parishad-2 Branch of the Local Government Division under the Ministry of Local Gov-ernment, Rural Development and Cooperatives recently issued a government order in this regard.
According to the order, the government has approved the release of Taka 119 crore 56 lakh to the union parishads for implementing projects to supply electricity generated from solar power to the national grid.
Under the order, the chairman of the respective union parishad will prepare a bill in Treasury Rules (TR) Form-32 to withdraw the allocated funds. The bill must be countersigned by the concerned Upazila Nirbahi Officer (UNO) before being submitted to the Upazila Accounts Officer.
The concerned UNO will act as the Drawing and Disbursing Officer (DDO) for withdrawing the funds. The district and upazila accounts offices will issue account-payee cheques or payment ad-vice against the bills.
The district offices will make payments through cheques to the bank accounts maintained by the respective union parishads. Sonali Bank Limited will subsequently transfer the funds to the union parishads’ accounts based on advice from the upazila offices.
The expenditure will be met from the development budget allocation for the 2026-27 fiscal year under the relevant accounting head.
The order directed the authorities to strictly follow the Union Parishad Development Assistance Utilization Guidelines, 2021 and the Public Procurement Rules, 2025 while spending the funds. The allocation must be used only for the specified activities.
It further stated that the concerned DDO responsible for payment of the bills would be held ac-countable for any irregularities in the use of the allocated funds.
Any unspent portion of the allocation must be returned to the government treasury by June 30, 2027.
The Finance Division has also given its consent to the release of the funds. It conveyed the consent to the Local Government Division on September 15.
