Candidates excluded from the gazette notification of the 43rd Bangladesh Civil Service (BCS) examination may now join their respective jobs if no criminal allegations exist against them.
“The investigation has been completed, and we are working to finalise the process promptly. For those without disqualifying offences, it is now a matter of procedure. A summary of eligible candidates will be sent to the chief adviser and subsequently forwarded to the president for approval,” said Dr Md Mokhlesur Rahman, senior secretary of the Ministry of Public Administration, on Thursday.
He made the remarks following a meeting held at the Secretariat in the capital to discuss the appeals of candidates excluded from the gazette notification of the 43rd BCS.
The meeting was chaired by the Public Administration Secretary and attended by representatives from various intelligence agencies.
The senior secretary added that once the file is returned, a notification will be issued by the Ministry of Public Administration’s new recruitment branch.
Appointments, he noted, would be granted to candidates not involved in criminal activities, treason, academic expulsions, or other undisclosed offences that might later emerge.
Mokhlesur Rahman emphasised the importance of expediting the process, stating:“This is not just about an individual; it’s about the livelihood of entire families. Some will plan their marriages, while others will depend on this for medical needs and future aspirations. We aim to address their hopes as swiftly as possible.”
On 30 December last year, the public administration ministry issued a notification cancelling the previous notification from 15 October, which had excluded 168 candidates from various cadres.
Earlier, 99 candidates were excluded in the notification issued on 15 October. In total, 267 candidates were dropped from the 43rd BCS.
The Ministry of Public Administration has recently explained the reasons behind these exclusions.
According to the ministry, the Public Service Commission (PSC) had initially recommended 2,163 candidates for recruitment to various cadres through the 43rd BCS. Following verification by the Special Branch (SB) of Police and the deputy commissioners of respective districts, 99 candidates, including 40 absent from the medical examination and 59 temporarily excluded based on agency reports, were dropped.
In response to their exclusion, many candidates protested in front of the Secretariat, submitting applications to the Ministry of Public Administration, requesting reconsideration of their appointments.
Subsequently, the ministry issued a notification stating that applications for reconsideration from the excluded 267 candidates would be accepted for review.
Govt to announce dearness allowance by 30 June
Senior Secretary Mokhlesur Rahman on Thursday also said that dearness allowance for government employees will be announced before 30 June.
However, he did not disclose the percentage of the dearness allowance to be announced.
Mokhlesur Rahman, who is also a member of the Dearness Allowance Review Committee, further said that two meetings have already been held regarding the matter. He added that, this time, pensioners will also receive the dearness allowance.
Besides, the secretary clarified that the dearness allowance, once announced, will be added to the basic salary during the upcoming increment.
Regarding the specific percentage of the allowance, he advised reporters to consult the finance adviser and the finance secretary for further details.
He also did not provide any information on whether the current five percent incentive for government employees would continue after the dearness allowance is announced.
“It is not right to speculate on this matter,” he said. “You can talk to the finance adviser and the finance secretary for more information.”
