Govt issues new transfer policy for edn cadre

The government has issued new policy to make the transfer and posting of education cadre officials easi-er and quick.
According to the new policy, the officials, based on their status, will submit application for transfer and posting to three separate committees and the committee will dispose of their applications.
Previously, the ministry exercised the sole authority of transfer and posting of the officials. Under the new policy, the process will be decentralized and handled three separate committees.
The new policy has been published in the website of the Directorate of Secondary and Higher Education (DSHE) of the Ministry of Education on Monday.
The new policy will be known as the BCS (General Education Cadre) Officials Transfer and Posting Policy, 2026.
Based on the policy, a three separate committee will discharge its duties for transferring of the education cadre officials depending on rank and workplace and review and disposal of posting application.
The transfer and posting process of lecturer and assistant professors of the government colleges will be handled by the regional secondary and higher education committee, according to the new policy. Headed by concerned regional director of DSHE, the committee will be comprised of college inspector of par-ticular education board, Additional Deputy Commissioner (Education) and assistant director (College) of the concerned region. The committee will issue the transfer and posting order after reviewing the appli-cation of lecturer and assistant professor.
For the transfer of associate professors of government colleges, the DSHE director general will serve as the chairperson of the committee. College inspector of the Dhaka Education Board and a deputy secre-tary (College 2/1) from the Ministry of Education will be the members of the committee. Assistant di-rector (College) of DSHE will serve as the member-secretary of the committee.
No application will not consider for new posting or transfer without updating Personal Data Sheet (PDS) of the candidate. Any incomplete application or if there is any departmental case or pending allegation against the candidate, will not be accepted.
Besides this, Annual Confidential Report (ACR) for three consecutive years has been made mandatory for the education cadre officials to get posting and transfer.
