No reshuffle in admin without valid reason: EC

Election Commissioner Md Alamgir yesterday said that there will be no reshuffle in the administration without a valid reason.
“…Yes, we will definitely transfer if there are specific complaints and proofs against someone,” Alamgir told journalists at his office at Nirbachan Bhaban in city’s Agargaon area.
Noting that if there is any logical reason that an officer is not impartial which has been proved by his/her behavior and work, then Election Commission (EC) will transfer the official, he said: “For example, we asked the deputy commissioner (DC) of Jamalpur to be transferred and he was transferred. The schedule was not announced at that time. He spoke on behalf of a political party’s MP at an event.”
About the reshuffle, he further said the law defines that according to the Representation of People Order (RPO), police commissioners, divisional commissioners and all the officers below them cannot be trans-ferred without the permission of the EC.
The government cannot transfer them if it wants, he added.
Alamgir said the Election Commission can transfer an officer of a department if that particular person’s behavior is against holding fair elections.
He said those with whom the returning officers will arrange elections, including presiding officers and polling officers, cannot be transferred outside the district.
In the constitution, it has been said that if the Election Commission (EC) wants the help of the executive department, they are obliged to provide it.
The RPO also said the similar thing that any agency or department is obliged to provide assistance to the EC as per its need.
