Bangla QR transactions made mandatory for issuance, renewal of retail business licenses

Commerce Reporter

The government has made transactions through Bangla QR mandatory for the issuance and renewal of licences of retail business establishments and merchants across the country.

The Local Government Division under the Ministry of Local Government, Rural Development and Co-operatives has directed the authorities concerned to take necessary steps to implement the requirement.

The directive was issued in light of a communication from Bangladesh Bank dated September 1, 2026, regarding the introduction and expansion of Bangla QR-based transactions.

According to the directive, Bangla QR-based payment facility will have to be ensured as a condition for issuing and renewing licences of retail business establishments and merchants.

The Local Government Division sent the directive to the chief executive officers of all city corporations, administrators of municipalities and deputy commissioners of all districts, asking them to provide necessary instructions to the relevant authorities and ensure implementation.

The move is aimed at accelerating the country’s transition towards a cashless economy by expanding digital payment facilities among retailers, small businesses and merchants.

Bangla QR is expected to facilitate interoperable digital payments through a single QR code, allowing customers to make payments using participating mobile financial services, banks and payment applications.

The government initiative is also expected to promote greater formalisation of retail businesses, enhance transparency in transactions and reduce dependence on cash.

The directive said the concerned authorities should take necessary measures in accordance with the instructions of Bangladesh Bank and ensure proper implementation of the decision.
