AC (Land) sued over alleged forged DO letter in deputy speaker’s name

A criminal case has been filed with Sher-e-Bangla Nagar Police Station against an Assistant Commissioner (Land) on charges of allegedly forging a demi-official (DO) letter in the name of Deputy Speaker Barrister Kayser Kamal in an attempt to influence a government transfer process.

According to the First Information Report (FIR), Md Monir Hossain, Director of Public Relations Wing-1 at the Bangladesh Parliament Secretariat, filed the case naming Shawon Majumder Sumon, Assistant Commissioner (Land) of Barguna Sadar Upazila, as the principal accused. Several unidentified individuals have also been named as suspects.

The complaint states that on 24 July, the complainant was informed through the Secretary of the Parliament Secretariat that the accused had allegedly prepared a forged DO letter using the Deputy Speaker’s name, forged signature and an official government letterhead.

The alleged forged letter was reportedly submitted, or an attempt was made to submit it, to the relevant authorities seeking the cancellation of the accused’s transfer from Barguna Sadar to Rangabali Upazila in Patuakhali and requesting his posting instead as Assistant Commissioner (Land) in Keraniganj, Dhaka.

Following verification, the Parliament Secretariat found that the purported DO letter had not been issued by the Secretariat. It also said the Deputy Speaker’s signature, language, formatting and other security features on the document did not match official records, leading to the preliminary conclusion that the letter was forged.

The FIR further alleges that the incident undermined the constitutional dignity and reputation of the Deputy Speaker, involved the unauthorised use of official documents and identity of the Parliament Secretariat, and constituted an attempt to unlawfully influence the posting and transfer of government officials through fraudulent means.

The complaint also alleges that the act was intended to erode public confidence in the state’s administrative system.
The complainant expressed suspicion that an organised forgery syndicate might have been involved in the incident and requested a comprehensive investigation, including digital forensic examinations, verification of relevant documents, analysis of mobile phones, computers, emails and printing sources, as well as scrutiny of the financial transactions and communication records of those involved.

The accused has been charged under Sections 465 (forgery), 467, 468, 471, 420 and 120B of the Penal Code.

Copies of the alleged forged DO letter, samples of genuine official DO stationery and other relevant documents have been attached to the complaint as supporting evidence.
