Govt employees to get 3 months’ arrears next month

Government employees will receive nearly three months’ salary arrears along with their October salaries under the new pay structure, with the amount varying according to their grades, existing basic salaries, revised basic pay and the effective date of the new structure.
Officials at the Finance Division said the pay fixation process for government employees under the new pay structure begins and is scheduled to be completed by October 20.
The revised salaries will be determined through the pay fixation module of iBAS++, the government’s integrated budget and accounting system.
Employees will have to log in to the designated portal and provide necessary information, including their national identity card details, date of birth, current position and grade, date of joining service and existing basic salary.
They will also need to verify their previous pay fixation records. Employees who have received promotions, transfers, time scales, selection grades or higher grades must provide the relevant information and keep supporting office orders and documents ready.
The amount of arrears will be calculated based on the difference between the previous and revised basic salaries, taking into account the applicable effective date.
The BNP-led government issued a gazette notification on September 19 to implement a new national pay structure for government employees after an interval of 11 years. Under the new structure, the minimum basic salary has been set at Tk 20,000 and the maximum at Tk 1,56,000.
According to the notification, salaries will be fixed under the new structure based on the basic pay drawn by employees on June 30, 2026.
Employees will receive 40 percent of the difference between their previous and revised basic salaries for the period from July 1 to December 31, 2026. They will receive 70 percent of the difference from January 1 to June 30, 2027, while the full revised basic salary will come into effect from July 1, 2027.
Allowances under the new pay structure will take effect from January 1, 2028, according to the notification.
The Finance Division has allocated Tk 37,000 crore in the current fiscal year to cover two phases of payments amounting to 70 percent of the basic salary increase, officials said.
Meanwhile, online training is being provided to officials of government accounts offices to ensure the smooth completion of the pay fixation process.
The training is being conducted through iBAS++ under the Finance Division’s Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS).
Officials and employees of the Chief Accounts and Finance Officer (CAFO), Divisional Controller of Accounts (DCA), District Accounts and Finance Officer (DAFO) and Upazila Accounts Officer (UAO) offices are participating in the training.
