The government has formed special central monitoring teams for 64 districts of the country for the first time to supervise the field-level implementation of priority projects, including the Family Card, Farmer Card, canal digging, dengue prevention and cleanliness drives.
The teams will also oversee installation of solar panels in public and private institutions.
The teams comprise of joint secretaries, deputy secretaries and senior assistant secretaries from several ministries and divisions. Officials having permanent addresses in the respective districts have been given priority in the formation of monitoring teams.
The Cabinet Division issued an order in this regard on Tuesday (22 September), signed by AHM Mahfuzur Rahman, deputy secretary of the division. The information was made public on Thursday.
According to the order, one of the principal responsibilities of the teams will be to assess whether there are any obstacles to implementing the programmes at the grassroots level. The teams have also been tasked with taking initiatives to remove such obstacles once identified.
The monitoring teams will also advise local administrations on measures needed to make the programmes more effective.
The teams’ responsibilities will go beyond simply reviewing progress. They will have to submit regular reports on problems and obstacles encountered during implementation, measures taken to address them and recommendations for further action.
Under the order, reports will have to be uploaded through the prescribed system on the 16th of every month and on the first day of the following month. This will ensure a regular flow of field-level information to the government on the implementation status of the priority programmes.
Team leaders have also been instructed to distribute specific responsibilities among members on an upazila-wise basis. Members will therefore be assigned responsibility for monitoring the relevant programmes in different upazilas.
